November 2025 Rent Increase Rate in Turkiye Announced!

Maximum Rent Increase Rate for November 2025: 37.15% The Domestic Producer Price Index (D-PPI) and Consumer Price Index (CPI) inflation rates are announced by the Turkish Statistical Institute (TURKSTAT) during the first week of each month.When these rates are published, the applicable rent increase percentage also becomes clear. Based on the statistical data released on November 3, 2025, the CPI table, which determines the upper limit for rent increases to be renewed in October 2025, has also been published. According to TURKSTAT, the monthly CPI (Consumer Price Index) increased by 37.15% in October 2025 (compared to 38.36% in September 2025).The CPI rate for October is used as the rent increase rate applicable in November 2025. Comparative CPI Increase Table (Base Year: 2003) Compared to the previous month: 2.55% (September 2025: 3.23%) Compared to the same month of the previous year (October 2024): 32.87% (End of September 2025: 33.29%) Compared to December of the previous year (December 2024): 28.63% (End of September 2025: 25.43%) Based on twelve-month averages: 37.15% (End of September 2025: 38.36%) The amount by which residential and commercial rents may be increased is calculated based on the twelve-month average change in the CPI. Accordingly, in November 2025, rents may be increased by a maximum of 37.15%. Legal Basis for the Rent Increase Rate Article 343 of the Turkish Code of Obligations states: “Except for determining the rent amount, no amendment may be made to the lease agreement to the detriment of the tenant.” Furthermore, Article 344, titled Determination of Rent, provides that: “Agreements made by the parties regarding the rent applicable in renewed lease periods are valid provided that the increase does not exceed the twelve-month average change in the consumer price index for the previous lease year. This rule also applies to lease agreements longer than one year.(As amended by Law No. 7161, dated 17/01/2019: the phrase ‘increase in the producer price index’ was replaced by ‘change based on the twelve-month average of the consumer price index’).” If the parties have not reached an agreement on this matter, the rent shall be determined by the court in accordance with equity, taking into account the condition of the leased property, without exceeding the twelve-month average change in the CPI. Under this legal provision, the maximum limit for rent increases is determined as the twelve-month average CPI of the previous year. Can the Rent Be Increased Above the Legal Limit? Following the amendment to Article 344 of the Code of Obligations on January 17, 2019, the upper limit for rent increases was set as the twelve-month average of the CPI. According to the Inflation and Price Data Table published by TURKSTAT, the maximum rate to be applied for rent increases in November 2025 is 37.15%.A landlord cannot unilaterally impose a rent increase above this rate. However, if both parties mutually agree, they may determine a rent adjustment above or below the legal limit.
